Add all of the ingredients together in a bowl and whisk together, starting with 1/3 cup water and adding more until you reach your desired consistency.
Alternatively you can skip mincing the garlic and add all of the ingredients to your high speed blender and process until smooth and creamy. Adding more water as needed. A hand blender also works great.
